Enclosure Nc. 1 REQUEST FOR ADDITIONAL INFORMATION PROPOSED EXTENSION OF LICENSE NO. DPR-9 FERMI UNIT NO. 1 DETROIT EDISON DOCKET NO. 50-16 The following information is needed with respect to the proposed 40 year extension of License No. DPR-9.

A) Supplerrental Environtrantal Information dated September 25, 1987

1) Page 3.4, Section 3.2.1 Controls, inspections and surveillance requirements of the Technical Specifications should be revised to include all of items 1 through 7 listed in this section.
2) Page 3.8, Section 3.2.2 This section discusses liquid waste contained within two waste tanks in the Fuel and Repair Building (FARB). The two tanks contain a total of 7550 gallons of water that is contaminated with 6 mci of CO-60 and 6 mci of Cs-137.

Regulatory Guide 1.86 Section C.2.a states that all fuel assemblies and the radioactive fluids and wastes should be removed from the site when a facility is placed in a mothballed /SAFSTOR status. We request <

that you provide your plans, schedule and analysis for processing and l disposal of the 7550 gallons of contaminated water.

B) Technical Specifications (TS) l The TS should be updated to reflect the present status of Fermi Unit 1 and present NRC rules and guides. TS changes and additions needed are as follows:

1) Section A.8. "Abnormal Occurrence." This definition seems to reflect I what is now termed a "Licensee Event Report" (LER). Definitions I section should be updated to reflect current NRC terminology. l
2) Section B. Figure B-1 should be updated to reflect present status of the facility. The Health Physics Building has been removed. Also, this site map or another map should clearly define the restricted area pursuant to 10 CFR 20.3(a)(14).
3) Section E.1. Blanket subassemblies are no longer onsite. Reference to them should be deleted.
4) Section F. Unless the 7550 gallons of liquid waste presently stored in the tm waste tanks will be processed and disposed of within a short time (6 to 8 months) TS should be added for:

a) Monitoring of tank levels and ground water to detect leakage with actions to be taken if leakage is detected.

b) Periodic sampling of liquid to determine concentrations of radionuclides, c) Honitoring of the condition and maintenance of the tanks and the associated valves, piping and pumping equipment.

5) Section F. Limits on the release of radioactive effluents should be established with respect to 10 CFR Part 20 Appendix B Table II. The following has been found acceptable for Mumboldt Bay Unit 3:

a) Liquid Effluents Radioactive waste discharges to offsite locations shall not exceed the limits given in 10 CFR 20, Appendix B, Table II, column 2, a an instantaneous basis.

b) Gaseous Effluents Gaseous effluents shall not result in offsite ground level concentrations exceeding the limits given in 10 CFR 20, Appendix B, Table II, column 1, on an instantaneous basis.

6) Section H.3.d and e. Since sodium drums and blanket subassemblies have been removed from the site these paragraphs are no longer applicable.
7) Section H.4. Inspections should continue to be required (see item A.1. above) but this section which is based on the presence of large amounts of sodium should be revised to reflect the present facility status.
8) Section I. The administrative requirements should be revised to reflect the deletion of PRDC as a licensee and to reflect the present Detroit Edison Organization.
9) Section 1.9. Record requirements should be updated to reflect present use of "LER's" rather than "abnormal occurrences" and to delete records requirements on fuel and blanket subassemblies. Also, the records requirements (10 CFR 50.75(

rule of June 27, 1988 (53 FR 24051) g)) of should bethe new decommissioning added.

10) Figure G-1 Should be updated to show both Fermi Units and any change in the boundary or fences.
