SUBJECT:
WORDING OF THE BWR STS ON PRIMARY COOLANT ACTIVITY.
In response to a question raised by R. Benedict in the review of the River Bend technical specifications, AEB has reviewed the wording of the action statement for specification 3.4.5.
The last statement in Item c of th6 action statement states, " Prepare and submit to the Comission a Special Report pursuant to Specification 6.9.2 at least once per 92 days containing the results of the specific activity analysis together with the below additional infonnation for each occurrence."

Apparently, this statement was placed in the technical specification to ensure that a report was submitted to the Comission. However, this statement follows criteria for submittal of the report. One of these criteria is a thermal power change by more than 15% of rated themal power 'in one hour.
It was not the staff intention that a Special Report be submitted when the themal power level changed by more than 15%
unless the limitations on primary coolant activity were exceeded. Suc.h a reportable event is required under action Item b of this technical specification. Consequently, the unnecessary reporting requirement I
should be deleted as follows:

In the last full paragraph in action statement c:
teminate the paragraph after... primary coolant is restored to within its limit.
and add a new paragraph:
