LICENSEE REQUEST FOR DELETION OF GROUNDWATER MONITORING REQUIREMENTS FOR WASTEWATER TREATMENT POND LEACHATE (TAC NO. 67815)

Reference:

Illinois Power Co. letter from F. A. Spangenberg to NRC, Subject, "Clinton Power Station Environmental Monitoring", dated January 8, 1988 The Illinois Power Company by the referenced letter requested NRC concurrence on their request to delete roundwater monitoring requirements for the Wastewater Treatment Ponds WWTP).

The staff has reviewed the CP and OL FES's and the Environmental Technical Specifications as well as infonnation obtained from the licensee during a conference phone call on June 29, 1988.

The wastewater treatment ponds are used to settle wastes generated in the treatment of river water for plant use.

The ponds are located southwest of the plant and close to the ultimate heat sink. The ponds are not lined but they5are constructed in rather tight soils with permeabilities on the order of 10 cm/sec. The groundwater gradient is from the WWTP to the cooling lake and there are no well users down-gradient of the ponds.

The Environmental Protection Plan (non-radiological) dated April 17, 1987 states that the NRC will rely on the Illinois Environmental Protection Agency for regulation of water quality. By letter dated August 25, 1983, the Illinois Environmental Protection Agency waived the groundwater monitoring requirements for the Neutralization pond (same as WWTP).

Based on our review of all the pertinent information, the low penneability of the site and the absence of down gradient users, we conclude that the licensee
