This refers to the routine inspection conducted by Messrs. A.1E. Chaffee,f

A. D' Angelo and J. P. Stewart of this office during the per.iod of March' 7

through March 16, and March 30 through April 29, 1984 of activities

authorized by NRC License Nos. DPR-13, NPF-10 and NPF-15 and to the

discussion of our findings held by Messrs. J. P. Stweart and A. D'Angelo'with

Mr. J. G. Haynes and other members of the Southern California Edison Staff at ;

the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed

inspection report. Within' these areas, the inspection consisted of selective

'

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

Based on the results of this ' inspection, it appears that certain of your -

activities were not conducted,in full compliance with NRC requirements, as

-

set forth in.the Notice of Violation, enclosed herewith as Appendix A.

Your response to-this notice is to be submitted in accordance with the

provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.

As discussed'in the attached inspection report,' it is apparent that certain-

_

l

weaknesses exist in the discipline exercised by instrument technicians

!

performing routine surveillances on safety. related equipment. Specifically,

l

we are concerned about the informal communicatisns' practiced by the

'

instrument' technicians. Furthermore, defidencies were identified in

'

procedures for verifying Correct Performance 'of Operating Activities (License

Condition-2.C.(17)/NUREG-0737). Since these deficiencies were jointly

l

identified by the NRC inspectors and members of your staff, no enforcement

action is being taken on these deficiencies. However, these deficiencies

appear to manifest themselves in several surveillance and test procedures

which are used to verify operability of rafety related equipment. Prompt

,

attention by'your staff is required to assure corrective action is taken to

eliminate these deficiencies prior to the use of these procedures.

Accordingly,.in addition to the response required by Appendix A please

discuss any actions that you have planned or taken to assure that your

program for verifying Correct Performance of Operating Activities as required

by License Condition 2.C.(17)/50-362 is implemented in maintenance, test and

surveillance procedures for safety related equipment.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room unless you notify this office,

,

by telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of

'

the date of this letter.

Such application must be consistent with the

requirements of 2.790(b)(1).
