SUBJECT:
SURVEILLANCE PRACTICES FOR AUXILIARY FEEDWATER INITIATION AND REPORTING 0F SAFETY AND RELIEF VALVE FAILURES AND CHALLENGES We have reviewed your letter dated February 21, 1984, concerning the subjects noted above. Our response to these items is as follows:
Surveillance Practices for Auxiliary Feedwater Initiation You have stated that the monthly channel functional test includes testing of the Auto-AFWS initiation logic as covered by Surveillance Procedure SP2402M,
" Functional Test of the Auto-Aux Feedwater Initiation Logic." Therefore, you have concluded that the present Technical Specifications incorporate surveil-lance requirements to satisfy Item II.E.1.2 and no further action is planned.
While we do not dispute 'he fact that you may be testing the logic in accordance to existing procedures, we do not find that a requirement to perform such tests is inherent to the existing Technical Spec'fication requirements for steam generator level channels. The su.'veillance requirements in Table 4.3-2 are specific with respect to the requirements to perform tests of the automatic actuation logic. This is explicitly indicated in all other applicable func-tional units covered by Table 4.3-2.
Table 4.3-2 should be revised as noted to confirm that the automatic actuation logic for AFW initiation is required to be tested.
We further note that this action is consistent with our evaluation of Item II.E.1.2.
Therefore, we find that your position is unacceptable.
Reporting of Safety and Relief Valve Failures We have reviewed your position and we agree that these reporting require-ments are already covered by a confirmatory order. We also note that such reporting is implicitly covered under the reporting requirement of 10 CFR Part 50.73. Considering that you have commited to report SV and RV failures and challenges in conformance with the order and 10 CFR 50.73, we find your position of not incorporating this requirement into technical specifications to be acceptable.
