Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 NRC Dulletin No. 88-01

Dear Dr. Grace:

South Carolina Electric & Gas Company (SCE&G) submits this letter as confirmation of completion of the long term inspections in accordance with NRC Bulletin 88-01, "Defects in Westinghouse Circuit Breakers." The inspection of the last breaker was completed on June 14, 1983. The long term inspections were performed during the scheduled breaker testing surveillance.

SCE&G has five 0S-416 Westinghouse circuit breakers in use at its Virgil C. Summer Nuclear Station.

These circuit breakers are rotated into four reactor trip main and bypass breaker positions.

New pole shafts for the five breakers were procured as a result of the short term inspections.

Since all five breakers did not meet the pole shaft acceptance criteria of 6.1.1 in the NRC Bulletin, all the pole shafts were replaced during the long term inspectior,s.

Therefore, the criteria for long term inspections were satisfied.

Also, there were no corrective actions required due to mechanism alignments not meeting the acceptance criteria.

The following are items which were requested in the NPC Bulletin regarding cost of complying with this bulletin.

(1)

The staff time to perform inspections, corrective actions, and operability testing was 20 manheurs.

(2)

The staff time to review testing and prepare documentation was 12 manhours.

(3)

No additional costs were incurred during the long term inspections.
