This refers to the routine safeguards inspection conducted by Mr. R. J. Bailey
of this office on April 25-29 and May 3-4, 1988, at the Pilgrim Nuclear Power
Station and the Pilgrim Training Annex in Plymouth, Massachusetts, of activities
authorized by NRC License No. OPR-35 and to the discussions of our findings

held by Mr. Bailey with Mr. E. S. Kraf t of your staff at the conclusion of the

inspection.
Areas. examined during this inspection are described in the NRC Region I Inspection
'
Report which is enclosed with this letter. Within these areas, the inspection
consisted of selective examinations of the security organization, policies,
plans, procedures and recerds, intery;ews with personnel, and observations by
the inspector. The licensee has established and is implementing a significantly
l
improved security program over that which existed when the station was shutdown
in April, 1986,

Within the scope of this inspection, no violations were observed.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
