) 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - REVISED EMERGENCY OPERATING PROCEDURES GENERATION PACKAGE (PGP) - (NRC TAC NOS. 44284, 44285, 44296, and 56105)

By letter dated June 22, 1984, TVA submitted to NRC, pursuant to the requirements of Supplement I to NUREG-0737, "Requirements for Emergency Response Capability," the PGP for BFN. NRC's. contractor, Pacific Northwest Laboratory, reviewed the PGP and prepared a Technical Evaluation Report (TER).

The NRC staff provided this TER to TVA for information only, by letter dated January 25, 1988. This TER identified areas of concern which the staff's contractor considered open in determining the adequacy of TVA's program for preparing and implementing upgraded Emergency Operating Instructions (E0Is) for BFN.

Subsequent to issuance of the TER, members of the staff and its contractors (SAIC and COMEX) performad a site audit of the BFN Detailed Control Room Design Review (DCRDR) pr: am on February 22-26, 1988. During this visit the audit team members reviewe the status of TVA's PGP program and the implementation of E01s. At the time of the site visit, TVA was in the process of revising the PGP to respond to the TER and implementing additional E01s on Secondary Containment and Radioactivity Release Control. Therefore, only draft information was available, relative to the PGP, for consideration by the NRC audit team. Based on the NRC audit team's review, the staff provided additional comments (verbally given to TVA) on the BFN PGP program. Some of these verbal comments involved minor changes to the TER concerns previously received by TVA.

Based on followup discussions with members of NRC (i.e., O. Moran and A. Marinos), TVA agreed to submit the revised PGP to the staff. This revised PGP is enclosed herein and addresses the consolidated observations, comments and findings of NRC and its contractors as a result of the TER and PGP site ,

audit reviews. As such, this revised PGP supersedes the original PGP submitted June 22, 1984.

U. S. Nuclear Regulatory Commission TVA is in the process of preparing for the NRC't detailed audit of the PGP and E0Is, which is currently scheduled for August 1-19, 1988 at BFN. We would appreciate it if the staff could provide us with the proposed agenda for this audit as soon as possible to assist in our preparation effort. Based on the results of this coming audit and staff's review of the revised PGP, it is our understanding that the NRC intends to issue a Safety Evaluation Report in the future to closeout these issues.
