This report addresses only the restart issues discussed in section 3.2 and 3.3 of the SER. TVA will submit a separate report, within three months after restart, to address the issues d8.scussed in Sections 3.4, 3.6, and 3.9 of the SER. The DCRDR audit was conducted by NRC during February 1988 and identified that TVA had only partially met the requirements of NUREG-0737, Supplement 1. To fully m ot the NUREG regulroments TVA was requested to conduct a function and task analysis and control room inventory evaluation for Emergency Procedure Cuidelines (EPCs) 3 and 4 l. SUMMARY

REPORT 3ackground The subject NRC safety evaluation report (SER) was issued on August 9, 1988. In the SER, NRC requested TVA to provide a supplemental summary report to address the issues discussed in Sections 3.2 and 3.3 of the SER. The following information is provided per your request. Section 3.2 - Function and Task Analyses to Identify control Room Operators Tasks and Information and Control Requiroments During Emergency Operations. The NRC audit in February 1988 identiflod that TVA needed to porform a function and task analysis for the Emergency Procedure Guldelines (EPCs) 3 and 4 (Secondary containment Control and Radiation Release Control). The TVA procedure which implements theso guidelines, Emergency Operating Instruction (E01) 3 had not been developed when the DCRDR task analysis was performed. TVA has since completed the analysis of the draft E0I-3. The methodology used for performing the function and task analysis for E01-3 was the same as described in Section 2.2.2 of the Summary Report submitted in December 1986. Control room operator tasks waro analyzed and documented the same way as the previously completed EDI task analysis. A total of eleven lluman Engineering Concerns (HECs) were identiflod. In addition to the analysis of EOI-3, TVA also analyzod EOI-1 and E01-2 (Rovision 2) appendices and cautions. The compilation of workshoots for the appendicos and cautions consisted of utilizing previously developed workshootg for EOI-1 and E01-2, plus generating original worksheets for tasks not previously identlfled. Five llECs were identified during this effort. Section 3.3 - Coeparlson of Display and control Requirements with a Control Room Inventory A control coom inventory list was developed por Section 2.4.2.1 of the Summary Report to identlfy all instrumentation and controls (I&C) utilized to fulfill E01-3 task steps (Attachment 1D). This list oxclujos all instruments and cont rols previously tabulated in the DCRDR task analysis for EOI-1 and E01-2. l m

+ ENCLOSURE 1 Pzg3 2 of 2 Assessment Activity The compos tion of the assessment team which evaluated the HECs was the same as descelbed in Section 1.2.1 of the Summary Report. The methodology for assessing the HECs was the same as described in Section 3.4 of the Summary Report. The evaluation of the sixteen HECs resulted in the identification of sixteen Human Engineering Discrepaneles (HEDs) (Attachment IC). The catescrization and corrective action to correct the HEDs is provided in Attachment 1A. Schedule for HED Correction There were no new HEDs identit'ico as requiring correction before restart. The celteria used for determining if the HED corrections were required for restart is that criteria described in Volume 3 of the Nuclear Performance Plan. The Category 1 and 2 HEDs will be corrected based on the implementation schedule for the other Category 1 and 2 HEDs previously identlfied to the NRC. The Category 3 and 4 corrective actions are being provided to show documentation of all MEDs found during the task analysis activlty. Implementatlon of Category 3 and 4 corrections will be on a case by case basis pending further plant evaluation of resourco requirements, scheduin constraints, and cost benefit.
