Gentlemen:

SUBJECT: NRC RESPONSE TO GEORGIA POWER COMPANY'S (GPC) REQUEST FOR REDUCTION

OF SEVERITY LEVEL (REPORT NO. 50-424/87-71)

This refers to your response dated May 19, 1988, to our Notice of Violation

issued on April 19, 1988, concerning activities at the Vogtle Station. We have

carefully evaluated your response to the notice in which, while admitting the

violations occurred, you request consideration for reducing the severity level

of Violation A to a Level V.

Your response appeared to be directed primarily

to the minimum shift staffing being accomplished using an eight member minimum

on-shif t crew.

However, the facility operating license for Vogtle Unit I

requires GPC to implement and maintain the fire protection program as described

,

in the FSAR.

As stated in the Notice, the FSAR requires the fire brigade

manning to be met without impacting the minimum on-shift operating staff

designated in the Vogtle Technical Specifications.

It is not clear that plant

management was sensitive to these fire protection FSAR and ' Technical

Specification requirements.

Your failure te assure staffing of an independent

five man fire brigade at all times warrants a Severity Level IV violation.

Therefore, after consideration of your response, we have concluded that

7prtViolation A was appropriately classified, and reduction of the severity

level is not warranted.

Otherwise, we find that your response meets the

requirements of 10 CFR 2.201.

We will examine the implementation of your

corrective actions during future inspections.

We appreciate your cooperation in this matter.
