Gentlemen:
This refers to the special safety inspection conducted by an NRC Emergency
Operating Procedure (E0P) Inspection Team on June 6-21, 1988, of activities
at Prairie Island Nuclear Generating Plant authorized by NRC Operating Licenses
No. DPR-42 and DPR-60, and to the discussion of our findings.with Mr. L. Eliason
and.other members of your staff at the conclusion of the inspection.
The purpose of this inspection was to verify that your E0Ps were technically-
correct; that their specified actions can be accomplished using existing
'
equipment, controls, and instrumentation; and that available procedures have -
the usability necessary to provi'fe the operator with an effective operating
tool to place the plant in a safe shutdown condition.
Northern States Power
Company is to be comended for their efforts in the last six to eight months
to upgrade the Prairie Island Emergency Operating Procedures.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.

During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice.
The inspection
showed that action had been taken to correct the identified violation and

to prevent recurrence. Our understanding of your corrective actions are
described in Paragraph 4 of the enclosed inspection report. Consequently, no
reply to the violation is required and we have .no further questions regarding-
this matter at this time.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Doct: ment Room.
