The NRC Systematic Assosrent c.f Licensee Perforrance ($ ALP) Board has completed

its periodic evaluation of the perferrance of your Grand Gulf facility. This

facility was evaluated for the period h enber 1, 1936 through April 30, 1988.

The results of the evaluation are docuwnted in the enclosed SALP Eoard Report.

This report will be discussed with you at the Grand Gulf f acility on July 22,

1933, at 10:30 a.m.

The performance of your Grand Gulf Unit 1 facility was evaluated in the func-

tional areas of plant operations, radielegical controls, raintenance, surveil-

lance, fire protection, emergency precedures, security, outages, training,

quality prcgrams, and administrative controls affecting quality, licensing

activities and engineering. Unit 2 was not evaluated in this report because

of the inactivity of construction activities.

The level of performance of your Grand Gulf f acility has continued to improve.

Strengths were noted by the $ ALP Ecard in the arras of plant operations,

radiological controls, fire protection, security, and outages.

It was noted in plant operations that the scram reduction program has been

effective, resulting in fewer numbers of scrams at pcwer. Hcnever, even though

operations are row a strength, there is still room for improvcment. For

example, rare nanagement attention is needed to reduce the number of Reactor

Protecticn Systen actuations in the shutdenn rode. Also, inspections identi-

fied that d ra n i r g s have irproved significantly, but still need ranagement

attention to cc~plete ycur upgrade erryam In the area of e orgency prepared-

ness, the Eoard noted significant irproaments over the last three SALP periods

including a high level of performance at the end of the SALP period. After

much deliberation, tSe Ecurd arrived at the assigned rating, recognizing that

the perfor mance, if continued, could result in a higher rating in this area.

An imprc,ing trend in perforrance of nair terance was also rmted.

A tw on problen of failure to follow procedures was noted in several func-

tienal areas. In addition, procedur es in the surveillance area failed to

dofine acceptance criteria and tolerance, allowing technicians to determine

acceptable values. TWse matters should be gisen rare a nagerent attention.
