PROCEDURES TITLE:

COUNSELING TRAINEES AND PROVIDING A REMEDIAL TRAINING-1.0 PURPOSE The purpose of this procedure is to provirle directions for counseling students whose performance is obsecved and documented to be unsatisfactory, and establishing, when deemed appropriate, a remedial training plan.

2.0 SCOPE This procedure provides directions for identifying unsatisfactory student performance o

5.0 RESPONSIBILITY AND AUTHORITY 5.1 The instructor who delivers training is responsible for o

observing student performance in the training setting.

o reporting to the lead instructor. when the performance of a student indicates that the student may fail to successfully complete a course or program.

o meeting with students to discuss training performance problems.

5.2 The lead instructor for a program or course is responsible for o

reviewing reports of unsatisfactory student performance.

o reviewing the results of student examinations.

o meeting with students to counsel them about unsatisfactory performa.ce and documenting such meetings.

o directing or designing an individualized remedial training plan and documenting its implementation.

o providing written reports to the appropriate training section supervisor on unsatisfactory student performance.

5.3 The training section supervisor is responsible for o

reviewing reports of unsatisfactory student performance.

o reviewing reports of student counseling sessions, or counseling students and recommending appropriate action.

o reviewing and approving remedial training plans.

5.4 The section supervisor of the student is res-ponsible for participating in student counseling and recommending appropriate corrective action.

7.1.2 It will be the function of the instructor in these situations to note student performance that is indicative of possible failure in the course or program.

7.2 Action to Take Upon Noting Unsatisfactory performance 7.2.1 If unsatisfactory student performance is observed, the instructor shall obtain a "Report on Unsatisfactory Student performance form" (RUSp), Appendix 8.1, and complete items 1 2, 3, 4, 5, and 8.

6 7.2.2 The instructor should meet with the student to discuss the problem.

7.2.3 If the instructor determines that the training performance problem is an e

isolated incident, and does not place in jeopardy the student's chances of satisfactorily completing the course or program, line 8 is marked.

7.2.3.1 Based upon the information Ob+.ained during the student meeting, the instructor shall enter, under item 9, the disposition of the training performance prablem.

7.2.3.2 The instructor shall place the report of unsatisfactory student performance along with the other student grade reports and evaluations in the program file.

7.2.4 If the incident of unsatisfactory student performance can not be dispositioned at the instructor level, and is determined to be a trend leading toward course failure, the instructor shall check items 10 and 11 and transmit the form to the lead instructor.

i 7.2.5 The lead instructor, upon receipt of the report of unsatisfactory performance, will review thir information to determine the severity and criticality of the situation.

7.2.5.1 This review should focus on distinguishing between unsatisfactory performance as an isolated incident, and performance which indicates a fundamental failure to master previous or present training objectives.

i 7.2.5.2 If, in the lead instructor's judgement, the student is failing or has failed to master required objectives, the lead instructor shall schedule a meeting with the student and instructor to discusa performance problems and corrective actions.

7.2.5.3 In meeting with the student, ii the lead instructor should state that the purpose of the meeting is to seek a remedy for the unsatisfactory performance in training.

7.2.5.4 The counseling session should include a discussion of both immediate and past problems, and possible future obstacles that are germane towards a resolution.

7.2.5.5 In discussing the unsatisfactory training l

performance, the student shall l

be presented with a factual statement of grades and other evaluations.

7.2.5.6 The lead instructor should l

request from the student an explanation for the unsatisfactory performance.

7.2.5.7 The lead instructor shall complete item 12 of the RUSP.

7.2.5.8 Based on the results of the interview with the student, the lead instructor shall determine if the problem is of a temporary or permanent nature.

7.2.5.9 The lead instructor shall determine if a remedial training plan (RTP) is appropriate.

o The lead instructor shall complete item 13 of the RUSP.

7.2.5.10 If remedial training is a viable solution, the lead instructor shall direct the development of a remedial training plan.

7.2.5.11 The lead instructor shall submit the remedial training plan on the "Remedial Training Plan Form," Appendix 8.2, along with the "Report on Unsatisfactory Student Performance Form," to the lead instructor's training supervisor for approval.

7.2.6 The training supervisor shall review both the submitted "Report on Unsatisfactory Student Performance Form" and the "Remedial Training Plan Form."

7.2.7 The training supervisor shall indicate approval of the remedial training plan by signing line 3 of the RTP form.

7.2.8 Upon approval of the remedial training plan, the appropriate training supervisor shall submit the plan to the student's supervisor for concurrence and request the supervisor signs line 4, and returns the remedial training plan to the lead instructor for implementation.

7.2.9 The lead instructor is to coordinate the implementation of the remedial training plan.

7.2.9.1 The student is to sign and agree to complete the assignments on the RTP.

7.2.9.2 Upon completion of the remedial training plan, the responsible instructor is to maintain the "Remedial Training Plan Form" with the course grade results.

7.2.9.3 The lead instructor is to transmit the RUSP to the TAS for placement in a confidential file.

7.2.10 If the lead instructor determines that the student requires counseling by the training supervisor or the student's supervisor, he can request such by checking line 14 and transmitting the RUSP to the training supervisor, t

7.2.11 Upon receipt of the RUSP, the training supervisor shall meet with the lead instructor to discuss the training performance problem.

7.2.12

" If deemed appropriate, the training supervisor shall arrange a counseling session between the student, lead Instructor, student's supervisor, and himself.

7.2.13 The training supervisor shall document the conduct of the student counseling session by signing line 15, and record-ing the disposition of the student's performance problem in section 16.

7.2.14 The training supervisor and the student's supervisor are to acknowledge approval and concurrence of the disposition b/ signing lines 17 and 18 of the RUSP respectively.

7.2.15 The training supervisor shall transmit the RUSP to the TAS for placement in a I

confidential file.

7.2.16 A confidential file shall be maintained by the TAS for completed RUSP'S and RTP's.
