Inspection No. 50-271/88-04

This refers to the team inspection conducted by Mr. A. Krasopoulos of this

office on February 8-11, 1988 at the Vermont Yankee Nuclear Power Station,

Vernon, Vermont of activities authorized by NRC License No. OPR-28 and to the

discussions of the team's findings with Mr. J. Pelletier and other members of

your staff at the conclusion of tha inspection.

The inspection reviewed your

efforts to comply with the requirements of 10 CFR 50, Appendix R, Sections III.G

and J, to provide fire protection features for equipment necessary to achieve

and maintain safe shutdown. Within this area, the inspection consisted of

selected examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set foFth in the

Notice of Violation, enclosed herewith as Appendix A.

This violation has been

categorized by severity level in accordance with the revised NRC Enforcement

Policy (10 CFR 2, Appendin C). You are required to respond to the enclosed

Notice, and in preparing your response, you should follow the instructions

specified therein.

The inspection also identified four items that remained unresolved.

In order

for you to be ir, full compliance with the 10 CFR 50 Appendix R requirements,

these issues must be expeditiously resolved by completing the required

modifications and finalizing the analyses found to be incomplete.
