SF 189, "CLASSIFIED INFORMATION NONDISCLOSURE AGREEMENT" Since 1986 all NRC cleared employees have been asked to execute the SF 139, "Classified Information Nondisclostre Agreement," in response to National Security Decision Directive (NSDD) 84. Initially, the SF 189 was implemented as part of the Security Refresher Briefing for employees. Subsequently, a copy of the form and language indicating that individuals would be rnquired to execute the form when their security clearance is granted have been included in the offer of employment letter and impicmented accordingly.
The information Security Oversight Office (1500) has advised that a rider to the Continuing Resolution for the Fiscal Year 1988 (Section 630 of Public Law 100-202) signed by the President on December 22, 1987 places limitations on the implenentation ano enforcement of the SF 189. Although 1500 is seeking an Opinion of the Attorney General on the impact of this legislation en the SF 189, until further notice use of the form must cease. Any existing executed SF 189's which have been obtained should be forwarded to the Division of Security (SEC) l The general security awareness efforts, to include a security indoctrination j which fully addresses the individual's obligation to protect classified )

employnent correspondence and briefings must be eliminated.
