I 7590-01 I UNITED STATES NUCLEAR REGULATORY COMMISSION YANKEE ATOMIC ELECTRIC COMPANY YANKEE NUCLEAR POWER STATION DOCKET NO.50-029 ENVIRONMENTAL ASSESSMENT AND FINDING OF N0 SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Connission) is cons'dering issuance of an amendment to Facility Operating License No. DPR-3 issued to Yankee Atomic Electric Company, (the licensee), for operation of the Yankee Nuciear Power Station located in Rowe, Massachusetts.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed amendment would revise the Technical Specifications (TS) to permit loads greater than 900 pounds to travel over the spent fuel pit to enable remova'l of control rods from the spent fuel pit.

The proposed action is in accordance with the licensee's application for amendment dated January 15 and May 19, 1988.

s 2-The Need for the Propcsed Action:

The proposed change to the TS will pennit the licensee to remove spent control rods from the fuel pit. The licensee desires to remove this activated material from the fuel pit prior to the November 1988 reload outage.

Environmental Impacts of the Proposed Action:

The Comission has completed its evaluation of the proposed revisions to the TS. We reviewed the crane load path and restrictions on movement of i material over the spent fuel pit. We also reviewed the licensee's cask drop analysis for the cask used to ship the control rod material off-site. We 1 concluded that the movement of the cask and removal of spent control rods would not result in a loss of fuel pit integrity and that spent fuel in the pit is unaffected by this action. The proposed changes do not increase the probability or consequences of accidents, no changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure.

Accordingly, the Comission concludes that this proposed action would result in no significant radiological environmental impact. .

With regard to potential non-radiological impacts, the proposed change to the TS involves systems located within the restricted area as defined in 10 CFR Part 20. It does not affect non-radiological plant effluents and has no other environmental impact. Therefore, the Comission concludes that there are no significant non-radiological environmental impacts associated with the proposed amendment.

t Ahernative to the Proposed Action:

Since the Ccmmission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equal or greater environmental impacts need not be evaluated.

The principal alternative would be to deny the requested amendment. If the regt :sted amendment was denied, the plant might have to shut down due to a reduction in the capability to store spent fuel. Thus, a substantial benefit, the energy generated by operation of the plant, would be lost without any off-setting benefits being realized, as any environmental costs of operation have already been incurred.

Alternative Use of Resources:

This action does not involve the use of any resources not previously considered in previous reviews for the Yankee Nuclear Power Station. The plant was lice:. sed prior to the requirement for issuance of a Final l

The NRC staff reviewed the licensee's request and did not consult otht.r agencies or persons.

FINDING 0F NO SIGNIFICANT IMPACT The Ccmmission has determined not to prepare an environmental impact statement for the proposed license amendment.

Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.
