UNITED STATES NUCLEAR REGULATORY COMMISSION 7590-01 YANKEE ATOMIC CLECTRIC COMPANY YANKEE NUCLEAR POWER STATION DOCKET NO.50-029 NOTICE OF ISSUANCE OF ENVIRONMENTAL ASSESSMENT AND FINDING OF N0 SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Connission) is considering issuance of an amendment to Facility Operating License No., DPR-3 issued to Yankee Atomic Electric Comoany (tha licensee), for operation of the Yankee Nuclear Power Station (YNPS) located in Rowe Townsnip, Massachusetts.
IDENTIFICATION OF PROPOSED ACTION The amendment would consist of a change to the operating license authorizing an extension to the expiration date for YNPS from November 4,1997 to July 9, 2000, a period of two years and eight months.
The proposed amendment to the license is responsive to the licensee's application dated September 15, 1987 and as supplemented on December 2, 1987.
The NRC staff has prepared an Environmental Assessment of the Proposed Action, "Environmental Assessment by the Office of Nuclear Reactor Regulation Relating I
to the Change in Expiration Date of Facility Operating License No. OPR-3, Yankee Atomic Electric Company, Yankee Nuclaar Power Station Docket No.
I 50-029," dated June 2, 1988.

St!MMARY OF ENVIRONMENTAL ASSESSMENT The NRC staff reviewed the potential environmental impact of the proposed change in the expiration date of the Operating License for YNPS. The evaluation was based on the licensee's September 15, 1987 and December 2, 1987 submittals, the plant Final Safety Analysis Report and plant Technical Specifications.
Radiological Impacts Although the population in the vicinity of YNPS has increased slightly, it is likely to remain stable for the period of the extension; thus, the site requirements of 10 CFR Part 100 are now and would still be met with regard to Exclusion Area Boundary, Low Population Zone, and nearest population center l
distances. The net annualized environmental impacts attributable to the uranium fuel cycle, which form the basis for Table S3 of 10 CFR Part 51, i
remain ess'.ntially unchanged from those previously considered. The environmental impacts attributable to transportation of fuel and waste to and from the plant, with respect to normal conditions of transport and possible accidents in transport would be minimal.
In addition, the proposed additional period of reactor operation would not increase the annual public risk from reactor operation.

3 With regard to normal plant operation, the licensee complies with the NRC guidance and requirements for keeping radiation exposures "as low as is reasonably achievable"-(ALARA) for occupational exposures and for radioactivity in effluents.
Technical Specifictions are in place to ensure continued compliance with these requirements during any additional period of operation.
Non-Radiological Impacts The NRC review identified no anticipated additional degradation of the habitat surrounding the plant with regard to indigenous plant and animal species for the additional period of facility operation.
In addition, the National Pollutant Discharge Elimination System permit provides additional anvironmental protection from non-radiological effluent discharges for the period of the license extension.
The staff also performed an assessment of impact on historic properties in accordance with revisions to 36 CFP Dart 800 (Historic Preservation Act) effective October 1, 1986.
No significant impact on any historic properties was identified with the license extension.
The staff also verified the licensee's cost / benefit analysis provided in the September 15, 1987 submittal and discussions with respect to commitment of resources and alternatives and found them to be valid.

4 FINDING OF NO SIGNIFICANT IMPACT:
The staff has reviewed the proposed change to the expiration date of the YNPS Facility Operating License relative to the requirements set forth in 10 i
CFR Part 51.
Based upon the environmental assessment, the staff concluded that there are no significant radiological or non-radiological impacts associated with the proposed action and that the proposed license amendment will not have a significant effect on the quality of the human environment.
Therefore, the Commission has determined, pursuant to 10 CFR 51.31, not to prepare an environmental impact statement for the proposed amenoments.
Notice of Consideration of Issuance of Amendment to Facility Operating License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing in connection with this action was published in the Federal Register on October 21, 1987 (52 FR 39311).
No reouest for hearing or petition for leave to intervene was filed following this notice.
