Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No NPF-12 NRC Bulletin No. 98-02 Rapidly Propagating Fatigue Cracks in Steam Generator Tubes
Dear Dr. Grace:
South Carolina Electric & Gas Company (SCE&G) received NRC Bulletin No. 88-02, "Rapidly Propagating Fatigue Cracks in Steam Generator Tubes" on February 9, 1988. This bulletin established a requirement, for licensees havir.g W stinghouse steam generators with carbon steel support plates, to inspect and analyze the data from at least 3% of the total steam generator tube population for denting at the uppermost tube support plate.
SCE&G review of the most recent steam generator inspection data, obtained during the months of March and April in 1987, found no evidence of denting at theuppermostsupportplateattheVirgilC.SummerNuclearStation(VCSNS).
This analysis took into consideration approximately 12% of the total steam generator tube population.
Eddy current data is routinely analyzed for denting at any/all support plate elevationr, at VCSNS. This practice will continue to be a part of the regular eddy current analysis requirements of steam generator tubing.
Surveillance Test Procedure (STP) 404.901, "Steam Generator Tube Inspection,"
will be revised prior to performance of the next eddy current inspection currently scheduled for the Fall of 1988. This revision will initiate the following actions if denting is found in subsequent inspections and ensure compliance with item C of the bulletin.

An enhanced primary-to-secondary leak rate monitoring program will be initiated and, 2.
A program will be established to minimize the probability of a rapidly propagating fatigue failure.
