Gentlemen:
Enclosed for your review, prior to our scheduled meeting of July 22, 1988, is
the SALP 9 Board Report for Fermi 2 covering the period April,1, 1987 through
March 31, 1988.
In accordance with NRC policy I have reviewed the SALP 9 Board Report and concur
with the assigned ratings.
Highlights of the report are set forth below:
1.
Category I ratings were given in the functional areas of Emergency
Preparedness, Startup Testing and Security.
2.
Category 3 ratings were given in the functional areas of Plant
Operations, Surveillance, Engineering / Technical Support, Maintenance, and
Quality Programs and Administrative Controls Affecting Quality.
Improving
trends were noted in the latter two areas.
Engineering / Technical Support -
is a new functional area.
The assignment of five Category 3 ratings indicates that the Detroit Edison
Company management and personnel have not been fully effective in demonstrating
the ability to sustain improved performance above that considered by NRC to
be minimally acceptable in key functional areas.
It is our view that the
numerous efforts you have taken to improve performance, although positive,
have not yet resulted in measurable, overall improvements during this assessment
period.
However, as noted above, improving trends were neted in two Category 3
functional areas.
You should ensure that adequate resources are dedicated to
the ongoing improvement programs ir order to obtain effective results.
Additionally, on July 8,1983, Region Ill advised you that Fermi 2 remains
,

categorized by NRC Senior Management as a plant that requires continued close
monitoring.
This was done in conjunction with a letter from the NRC's Executive
Director for Operations to your Chief Executive Officer.
Consequently, continued
!
vigilance on your part is necessary to achieve results.
In addition, NRC will
also continue its increased attention to your facility from both headquarters
and Region III.
In this regard, as it relates to the SALP process, I plan to
shorten the current SALP 10 assessment period to nine months.
This shortened
SALP interval will conclude on Decer.ber 31, 1988.
This will permit an additional

opportunity to measure your results in achieving your stated goals of excellence.

While you will have sufficient opportunity to present your comments at the
meeting on July 22, 1988, we also solicit written comments within 30 days
-
after the meeting to enable us to thoroughly evaluate your comments and to
provide you with our conclusion relative to them. Additionally, you are
requested to respond in writing specifically addressing corrective actions
planned to improve your performance in each of the five areas assigned
Category 3 ratings. This response should include specific actions and dates
by which these actions will be completed.
In accordance with Section 2.790 of the NRC's "Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the SALP
report will be placed in the NRC's Public Document Room.
No reply to this letter is required at this titre; however, should you have any
.
questions concerning the SALP report, we would be pleased to discuss them with
you.
