This letter refers to the routine safety inspection of your annual Emergency
Preparedness Exercise conducted by Mr. C. Amato and other inspectors of this
office on May 16-18 1988 at the James A. FitzPatrick Nuclear Power Plant,
Oswego, New York.

Areas examined during this inspection included observation of the annual
exercise and follow up of findings identified during the previous emergency
preparedness exercise as described in the NRC Region I inspection report which
is enclosed with this letter. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews
with personnel and observations of the emergency exercise by team members.
