STEN 0 GRAPHIC REPORTING SERVICES FOR NRC HQ OFFICES, EXCEPT THE COMMISSIONERS' 0FFICES On July 30, 1987, Cindy Fleenor, Office of Contracts, Patricia Smith, Division of Security, Elva Leins and I visited the offices of the Heritage Reporting Corp. The technical requirements of the stenographic reporter services were discussed.

The president and chairman of the Corporation, Teri Benson, offered samples of their werk, both hard copy transcripts and diskettes in ASCII-form. Ms.

Benson also presented a pre-award survey report on her corporation.

Oser half of their 22 reporters were listed as having one year or less total career experience. We were told those persons would not be assigned to NRC work. We specifically infonted them about the ACRS' concerns in using electronic reporting techniques and the need for dark clear copies of hard copy transcripts.

We also pointed out the difficulty of recording and transcribing scientific technical terr.s and acronyms. We were shown some transc ipts in which chemical and biological technical tenus were used.

They also showed us their entire office. We did not, however, examine individual pieces of recording equipment that would be used by their reporters.

The ADP and copy equipment were viewed.

We concluded Heritage Reporting Corp. meets the technical requirements of the contract and recocrnend the Corp. be awarded the contract.
