STEN 0 GRAPHIC REPORTING SERVICES FOR NRC HEADQUARTERS' 0FFICES, EXCEPT THE C0mlSS10NERS' 0FFICES Ms. Cindy Fle, ~r, of the Office of Contracts, advised me today that the recent bid submitted by Ann Reilly Associates is mathematically correct and in her view not unreasonably low. Ms. Fleenor checked the Ann Reilly Associates' references regarding her company's technical capability and Ms. Reilly's management of the work. I understood from Ms. Fleenor the references were all favorable. They included work for the U.S. Tax Court, and the U.S. House of Representatives, involving hearings on energy and space science matters.

This work involved complex technical material. The Tax Court work was also described as highly technical.

Ms. Fleenor did not explain whether or not the U.S. House of Representa-tive:' requirement for verbatim accuracy was identical to ours or whether it pennitted substantial editing (rewriting) by the speakers before a final tran-script was issued. I also did not ask her to clarify that.

Ms. Fleenor said the person addressing the quality of worL performed by Ann Reilly Associates for the U.S. House of Representatives involved diskettes.

'n the past 5 years when diskettes were not satis-factory. Both of thos as involved mechanical problems and were correc-ted within two days.

Ann Reilly Associates, as an independent firm or as part of Tayloe Associ-l ates, prepared transcripts for Atomic Safety and Licensing Board Panel hearings a few years ago. The work met the requirements of our hearings.

Accordingly, not having been informed or otherwiss knowing of any reason why the Ann teilly Associates' bid does not meet the technical requirements of the contract, I recomend the contract be awarded to Ann Reilly Associates, cc: BPCotter.Jr.
