This letter is an interi= repcrt as require:1 by 10 CFR SC.55(e) en the deficiency cc=cerning Rockbestos Oc=pany cable. This ites was first discussed in a telephone ccaversation between Mr. M. R. Edelnen of the Cleveland Electric Illuninating Cecpany and 12. Jim Konklin of the IIRC Region III, Office cf Inspectica and Enforcement en June 27, 1979 Description of Deficiency Rockbestos Co. was centracted by the C2eveland Electric Illuninating Co. to manufacture m il power and centrol cable for Perry Ziuclear Pcwer Planf. After receipt of the cable it was discovered that the cable's hypalen Jacket was eccentrisic and at ti=es fell belev the 60% tolerance required in cur speci-ficatica thrcush l? CIA standard S-68-516. A sa=pling of the cable received revealed that apprcximately 6% of the reels of cable sanpled centained cable which did not meet the specificatica requirements. Readings as lov as 62%.cf jacket thickness were recorded. As a result there is sene ccncern that the esble jacket vill not be able to Palfill its intended fancticn (to centain and p ctect the individual cen:iuctors) and that incipient faults could cecur.
