Dear Mr. Keppler:
This letter is an interim report as required by 10 CFR 50 55(e) m the deficiency concerning Rockbestos Ccepany cable. This item was first discussed in a telephone conversation between Mr. M. R. Edelman of the Cleveland Electric Illuminating Ccepany and Mr. Jim Konklin of the NRC Region III, Office of Inspection and Enforcement on June 27, 1979 Description of Deficiency RocAbestos Co. was contracted by the Cleveland Electric Illuminati. g "o. to manufacture small power and control cable for Perry Nuclear Power Plant. After receipt of the cable it was discovered that the cable's hypalon Jacket was eccentrisic and at times fell below the 80% tolerance required in our speci-fication through IPCEA standard S-66-516.
A sampling of the cable received revealed that approximately 6% of the reels of cable sampled contained cable which did not meet the specification requirements. Readings as low as 62% of jacket thickness were recorded. As a result there is some concern that the cable jacket will not be able to fulfill its intended function (to contain and protect the individual conductors) and that incipient faults could occur.
Since it is felt that such a fault could adversely affect the safe operation or shutdown of the nuclear power plant, extensive evaluation or extensive repair will be required to establish the adequacy of the cable jacket to perform its intended safety function. At present, the Rockbestos Co. is pro-posing to conduct worst case pull test utilizing cable with jacket as low as 50% of specified thickness.
