Gentlemen:
This refers to the inspection conducted by Messtr.. W. F. Smith and T. R. Staker
of this office during the period February 1 through March 15, 1988, of
activities authorized by NRC Operating License NPF-38 for the Waterford Steam
,
Electric Station, Unit 3, and to the discussion of their findiags with
Mr. R. P. Barkhurst and other members of your staff at the conclusion of the
'
inspection.
Areas examined during the inspection included operational safety verification,
monthly maintenance observation, onsite followup of events, engineered safety
feature system walkdown, monthly surveillance observation, followup of
previously identified items, licensee event report followup, cold weather
!
,

preparation, and plant status.
Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
!
,
personnel, and observations by the NRC inspectors. The inspecti- (indings are
l
documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in
j
.
violation of NRC requirements.
Consequently, you are required to respond to
'
.
j
this violation, in writing, in accordance with the provisions of Section 2.201
i
of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
Your attention is specifically directed to the fact that the violation
!
concerning the failure to store combustible fluide in flammable liquids
>
lockers identified in paragraph 2 is a repeat violation.
Similar violations
l
were identified in NRC Inspection Reports 50-382/86-16 and 50-382/87-22.
Your
response is, therefore, expected to address additional comprehensive measures,
.'
beyond those which you have previously identified, which when implemented will
'
provide assurance that this type of violation does not occur again,

We have also examined actions you have taken with regard to previously
j
identified inspection findings.
The status of these items is identified in

paragraph 7 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
