APPENDIX A NOTICE OF VIOLATION Louisiana Power & Light Company Docket: 50-382 Waterford Steam Electric Station, Unit 3 0perating License: NPF-38 During an NRC inspection conducted February 1 through March 15, 1988, one violation of NRC requirements was identified. The violation involved a failure to follow fire protection procedures. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Failure to Adhere to Fire Protection Procedures Technical Specification 6.8.1.f requires, in part, that written procedures be established, implemented, and maintained for fire protection program implementation.

Fire Protection Procedure FP-1-017, Revision 4 "Transient Combustibles l and Hazardous Materials," requires that lubrication oils be stored in I flammable liquid lockers when not in use. In addition, Enclosure 7.7 of Procedure FP-1-017 provides a list of transient combustibles storage areas in the plant. This list includes a flammable liquid locker on the -4 level of the wing area.

Contrary to the above, on February 9,1988, two cans of lubrication oil were found unattended and not stored in a flammable liquids locker on the -4 level of the reactor auxiliary building wing area. In addition, there was no flammable liquid locker on the -4 level of the wing area.

Pursuant to the provisions of 10 CFR 2.201, Louisiana Power and Light is hereby required to submit to this office within 30 days of the date of the letter transmit +.ing this Notice, a written statement or explanation in reply, l including for each violation: (1) the reason for the violation if admitted,  !

(2) the corrective steps which have been taken and the results achieved.

(3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, .
