Dear Mr. Brunner:

In response to your letter of October 16, 1978, Massachusetts Institute of Technology provides the following information regarding an item of non-compliance described in the above inspection report.

Technical Specification 7.5.2 for the MIT Reactor requires that meetings of the MIT Reactor Safeguards Committee shall be no less frequent than annually.

The 14 month interval between 1977 and 1978 meetings was considered by the USNRC inspector as not being in compliance, even though several mail ballots and subcommittee meetings had been held in the interim.

The above instance merely illustrates the generic problem of interpreting the meanings of the surveillance, meeting and other frequencies stated in the Technical Specifications, e.g. semi-annual, quarterly, monthly. Hence, the proposed corrective action is addressed to the generic problem and consists of requesting a change in the Technical Specifications which would add a definition of " Frequency". This would permit, in general, an extension of the time interval between surveillance tests or other functions by 25%.

Therefore, corrective action will consist of seeking MIT Reactor Safeguards Committee approval for submission to NRC of a request to change the Technical Specifications in the above manner. When such a change request has been approved, it will be submitted to NRC. This will be accomplished prior to December 1, '978.
