TMI-1 MAIN STEAM LINE RUPTURE DETECTION SYSTEM The NRC staff has completed its review of the Three Mile Island Unit 1 Main Steam Line Rupture Detection (MSLRD) system and has made a finding that the design of this system is acceptable insofar as compliance with IEEE Standard 279-1971. The purpose of this letter is to inform you of that finding.
As you know, GPU Nuclear made a conmitment to upgrade the MSLRD system to safety-c;rade standards and completed that upgrade in early 1987 as part of the Heat Sink Protection System (HSPS) installation. The staff issued Anendrent No. 124 to the TMI-1 operating licerse on March 8, 1987 to provide appropriate technical specifications for operating these systems but had not completed a review of the MSLRD at that tine. This review is ocw complete and a copy of the staff's safety evaluation is enclosed for your infonnation and records. As discussed in the enclosed safety evaluation, GPU Nuclear agreed in a letter dated October 27, 1987 to reconfigure the MSLRD bypass indicating lamp during the Cycle 8 refueling outage. This agreement was responsive to a human factors concern raised by the staff during its review.
