This refers to the inspection conducted by Mr. D. W. Jones of this office on October 23-26, 1978, of activities authorized by NRC License No. SNM-1097 at your Fuel Fabrication Facility in Wilmington, North Carolina and to the discussion of our findings held with Mr. W. J. Hendry at the conclusion of the inspection.

The area examined during this inspection was your program for safeguarding special nuclear material under the applicable provisions of Title 10, Code of Federal Regulations. Part 70, "Special Nuclear Material," and specific requirements of the above license.

Within this area, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no items of noncompliance were disclosed.

We have examined actions you have taken with regard to previously reported unresolved items.

The status of these items is discussed in the enclosed report.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, activities involving your safeguards and security measures are exempt from public disclosure; therefore, the enclosed inspection report will ng be placed in the Public Document Room.
