Inspection 50-320/88-01

This. refers to the routine safety inspection conducted by site inspectors from

January 1-29, 1988, of activities authorized by NRC License No. DPR-73 and to dis-

cussions of our . findings held by Mr. T. Moslak of our office with Mr. R. Rogan .and

other members of your staff on January 29, 1988.

It' appears that one of-your activities violated NRC requirements as set forth in

the enclosed. Notice of Violation (Appendix A). We have reviewed the corrective

actions taken on this violation and have no further questions. Therefore, no re-

sponse to this"Notice of Violation is required.

We are concerned about-the identification by our inspector of an apparently inat-

tentive worker who was<not assigned to work but was found in a Radiation Work Per-

mit (RWP)-area (Paragraph 6.2). As you are aware, the NRC is currently investi-

3ating similar past incidents.

From this, it appears that you should consider

whether your. corrective actions for the past incidents have been effective.

Further, as a result of NRC staff reorganization, you will note that Region I has

resumed issuing Unit 2 inspection reports. We intend to continue that practice

so long as your organization at Unit 2 is a' separate entity. There will be com-

bined inspection reports for programmatic reviews in the security / safeguards and

emergency preparedness areas with cover letters addressed to the Director of TMI-1

and copy to the Director of TMI-2.

The standard distribution listings for Unit

1. and Unit 2 will be used until further specific request by your organization to

revise these distribution listings.
