MSIV LOGIC MODIFICATION PLANS We have received your February 12, 1988 letter on the subject item advising us of your plans to correct the design anomaly, discovered on January 23, 1988 whereby either the outboard or inboard MSIV's would open upon deenergization of Reactor Protection System (RPS) Bus A or B (respectively) if an isolation signal is not present.

We concur with your plans to implement administrative controls until the modifi-cetion is couplete to prevent future MSIV openings upon RPS bus deenergization.

We further find your proposed schedule for implementation of the design change during the first refueling outage to also be acceptable. However, in light of recent problems with the MISV's, including solenoid power supply wiring and those listed above, the staff has determined that our prior approval should be obtained prior to irnplementation of the proposed modification.

Therefore, within 120 days of your receipt of this letter, we request that you send us detailed design information related to the proposed change, including logic and wiring diagrams, electrical power schematics, and relay sequencing information. To the extent that staff previously approved designs may be in place at other facilities identical to changes proposed for your facility, it would be appropriate to reference the submittals and NRC approval related to the other facilities.

This request for information affects fewer than 10 respondents; therefore OMB clearance is not required under Pub. L.96-511.
