Dear Mr. Hairston:

Pursuant to the Nuclear Regulatory Commission's (NRC or Commission) antitrust review responsibilities, the NRC staff enalyzes changes in the licensees' activities that have occurred since the initial antitrust review at the construction permit stage. If multiunits are included in the application for the construction permit review (e.g., the Vogtle Electric Generating '

Plant), separate operating license reviews are conducted for those units which are scheduled to be licensed 18 n'onths or more after the previous unit has been licensed.

Unit 1 of Plant Vogtle received its full power license from the Commission on ,

March 16, 1987 and the antitrust operating license review for Unit 1 was completed on November 21, 1986. In light of the scheduled April 1989 full power license for Unit 2 of Plant Vogtle and the projected time period of over two years between antitrust operating license reviews for Units 1 and 2, staff is requesting updated data responses for each licensee to question B.1 and all subsections, as well as question B.2 of Regulatory Guide 9.3 (copy enclosed).

Your response should begin where your Fet,ruary 24, 1986 response ended and j continue to the present. Pending transactions, agreements, etc., at the time of your 1986 response should be brought up to date and any new developments since the 1986 response should be addressed. In responding, be as specific as possible j and elaborate where appropriate. For example: Do not respond to a question  ;

concerning requests for power by merely giving a "yes" or a "no" response.

Elaborate with names, dates and descriptions of the type of power request. l Follow this procedure in responding to all questions in Regulatory Guide 9.3.
