SAFETY EVALUATIONS ON FRACTURE TOUGHNESS REQUIREMENTS FOR PROTECTION AGAINST PRESSURIZED THERMAL SH0CK EVENTS, 10 CFR 50.61 (TACS 59946/64917, MPA A-21) - Catawba Nuclear Station, Units 1 and 2 By letters dated October 1, 1985, and November 11, 1986, you submitted information on the material properties of, and the fast neutron fluence on, the reactor pressure vessel for Catawba Units 1 and 2 in response to the Pressurized Thermal Shock (PTS) rule,10 CFR 50.61. By letter dated September 1,1987, you provided the analysis results of Capsule Z from Catawba Unit 1 Reactor Vessel Radiation Surveillance Program.

Based on its review of the fast neutron fluence on the inside surface and the material properties of thc pressure vessel, the staff 'inds that the Catawba Unit 1 pressure vessel meets the toughness requirements of 10 CFR 50.61 for 32 effective full power years of operation. This is a 40-year design life based on an 80 percent capacity factor. The reference tem erature calculated for Unit 1 by the t.pplicable equation in 10 CFR 50.61(b)p(2) is below the applicable screening criterion in the rule. The staff's Safety Evaluation is contained in Enclosure for Unit 1.

For Catawba Unit 2 the staff finds that the pressure vessel PTS reference temperature is acceptable subject to the condition that a revision of the peak fluence estimation methodology (E greater than or equal to 1.0 MeV) for 32 effective full power years of operation on intermediate shell plate 88605-2 will be carried out. This revision should be performed with a benchmarked version of the DOT code and the additional conditions stated in the staff's Safety Evaluation contained in Enclosure 2 for Unit 2.
