FLORIDA POWER CORPORATION (FPC) LICENSE AMENDMENT RE00ESTS DATED DECEMBER 31, 1987 (TAC NO. 67516) AND OCTOBER 8, 1987 (AND REVISED MARCH 9, 1989 - TAC NO. 67518)
The subject amendment requests each involve the relocation of Technical Specifications requirements frcm the Crystal River, Unit 3 Technical Specifications (TS) to the Final Safety Analysis Report (FSAR):
1.
By letter doted Deceniber 31, 1987, FPC requested revision of the surveill6nce and operaoility requirements for post-accident monitoring instrumentation.
In determining which post-accident monitoring instruments would be included in the TS and which would be relocated to the FSAR, the Commission's Policy Statement on Technical Specifications Improvements was utilized.

By letter deted October 8, 1987, as revised March 9, 1988, FPC proposed to revise the TS concerning the minimum water level in the intake canal.
Again, FPC used the Commission's Policy Statement on Technical Specifi-cations Improvements as a basis for proposing to remove these requirements from the TS and relocate them to the FSAR.
The revision and relocation of requirements in the TS is the subject of the Commission's Technical Specifications Improve.aent Program.
Because of its generic applicability, we have been pursuing this subject with the NUMARC Working Group on Technical Specifications rather than on an individual plant-specific basis, as stated in our May 25, 1988 letter from Steven A. Varga to you concerning FPC's request for exemption from 10 CFR 50.36(c)(4) and (5).
In the report "NRC Staff Review of Nuclear Steam Supply System (NSSS) Vendor Owners Groups' Application of the Connission's Interim Policy Statement Criteria to Standard Technical Specifications," attached to the May 9, 1988 letter from NRR Director T. E. Murley to each NSSS Vendor Owners Group, the NRC staff discussed its views on each Owners Group's application of the criteria to the development of new NSSS-specific Standard Technical Specifications (STS) which are to be used as guides for licensees in preparing improved plant-specific 8807120248 880628 PDR ADOCK 05000302 P

i Mr. W. S. Wilgus-June 28, 1988 TS for their facilities. Licensees are encouraged to'use the NSSS-specific STS, when they become available, to. implement plant-specific TS improvement programs. The NRC staff will then review each licensse's new TS in terms of the appropriate STS and necessary plant-specific modifications.
Due to the unavailability of NRC approved NSSS-specific STS based on the Ccomission's Policy Statement and resource limitations, requests for modifica-tions to individual sections of plant-specific TS based on the Policy Statement are not being reviewed by the staff at this time.
This, of course, does not apply +.o NRC-approved line item improvements such as the relocation of organi-zation charts or fire protection requirements from TS. Approved line item improvements are available for implementation on a priority basis at this time.
Modification of the IS to meet current plant-specific safety needs will, of course, also be processed on a priority basis.
With regard to the subject amend-ment requests and any similar future requests, however, we believe the most resource-effective way to implement such improvements is through continuing our generic approach.
Although the staff is not presently in a position to approve or to consider further these amendiner.t requests, those portions of the requests which do not involve deletions or relocations from the TS may be resubmitted at any time.
This concludes our efforts on TAC Numbers 67516 and 67518.
