Inspection No. 50-354/88-01

This transmits the findings of the routine resident safety inspection by

Mr. R. Borchardt and Mr. D. Allsopp conducted from January 5,1988 to February

8,1988 at the Hope Creek Nuclear Generating Station, Hancocks Bridge, New

Jersey. The inspection consisted of observation of activities, document

reviews a'nd interview $.

The findings were discussed with Mr. S. LaBruna of

your staff.

Based on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements, as

set forth in the Notice of Violation, enclosed herewith as Appendix A.

You are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

The violation involves the lack of a required waste discharge isolation valve

trip function and the failure of Technical Specification required surveillance

tests to identify this discrepancy. We are concerned that similar violations

were cited in NRC Inspection Report 50-354/87-16 and that your corrective action

in response to those violations did not result in a more timely identification

and correction to this problem. Consequently, in your reply to this violation,

please provide your assessment of the effectiveness of the previous corrective

actions and those remedial actions necessary to assure that future actions are

fully effective.

The letter also acknowledges receipt of your January 15, 1988 response to the

violation cited in the NRC Inspection Report 50-354/87-17. As discussed in

the enclosed report, those corrective actions were found to be acceptable.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
