Gentlemen:

This refers to the inspection conducted by Mr. C. J. Hale and other

inspectors and NRC consultants during the period January 6 through

February 2, 1988, of activities authorized by NRC Construction ,

Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric

'

Station, Units 1 and 2, and to the discussion of our findings with

A. B. Scott and other members of your staff at the conclusion of

the inspection.

The enclosed copy of our inspection report identifies areas exam-

ined during the inspection. Within these areas, the inspection ,

consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the inspec-

tors.

During this inspection, it was found that certain of your activi-

ties were in violation of NRC requirements, as specified in the i

enclosed Notice of Violation. A written response to this violation

is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a l

copy of this letter, the enclosures, and your response to this

letter will be placed in the NRC Public Document Room.

The response directed by this letter and the accompanying Notice

are not subject to the clearance procedures of the Office of

Management and Budget as required by the Paperwork Reduction Act of

1980, PL 96-511.
