Systematic Assessment of Licensee Performance (SALP) Report

Number 50-322/86-99

This refers to the SALP for the Shoreham Nuclear Power Station, conducted by

this office on September 18, 1987, and discussed with your staff at a meeting

on January 5,1988, in Hauppauge, New York. The list of meeting participants

is attached as Enclosure 1.

The NRC Region I SALP Report, covering the period

I

March 1,1986 through July 31, 1987, is provided as Enclosure 2.

The final

report contains revised pages 38 and Table 5 to correct typographical errors

from the original report, which was transmitted for your review with our letter

of December 1,1987 (Enclosure 3).

Your response, dated January 29, 1988, is

provided'as Enclosure 4.

Based on our review of your written response and of

the discussions at the January 5,1988 meeting, no substantive amendments to

the December 1, 1987 SALP report have been deemed necessary.

Our overall assessment of activities at Shoreham during the assessment period

is that your performance reflected noteworthy improvement in several functional

areas, such that a generally high level of safety performance was achieved.

Periods of reactor operation were especially well-controlled and well-executed.

While strong management involvement

in

the evaluated areas was noted,

challenges of a more significant nature in several of these functional areas

will await Shoreham Nuclear Power Station and its personnel if higher power

operations are subsequently authorized.

Your response to the enclosed SALP

report appears to recognize' this fact and reflects a positive attitude toward

implementing new programmatic initiatives where necessary.

No reply to this letter is required. We believe that our meeting with you and

the resulting interchange of information were beneficial and improved the

mutual understanding of your activities and our regulatory program.

Your

actions in response to this SALP will be reviewed during future NRC inspections
