Gentlemen:

Thank you for your letter dated April 22, 1987, in response to our letter

dated March 17, 1987, transmitting inspection report 50-458/87-04.

Your letter makes reference to two previously identified findings, unresolved

items (458/8629-02) and (458/8629-03) and one new open item (458/8704-01). We

wish to make further reference to another inspection report 50-458/87-23,

because it explains the transition process from "unresolved" to "violation."

The effect of that process is set out in the next paragraph.

Your response to the unresolved item (458/8629-02), Testing and Maintenance,

was helpful in resolving this issue. We also received guidance from the NRC

Office of Nuclear Reactor Regulation (NRR).

The item has been closed but for

accounting purposes only.

It has been reopened as a violation which is

numberea (458/8723-01). We will expect a separate response to that violation

identified in NRC inspection report 50/458/87-23, page 6, paragraph 7.

Unresolved item (458/8629-03), Communications, remains open awaiting response

from NRR concerning your filing of an amendment to the operating license

pursuant to 10 CFR 50.90.

Progress will be reviewed during a future

inspection.

Thank you for the report of your review of open item (458/8704-01),

Identification and Authorization / Badge Issuance. You appear to have a strong

system and this matter will be discussed during an upcoming inspection.
