LCA 162 - ORGANIZATIONAL CHANGES (TAC NO. 66988)
By letter dated January 15, 1988, Portland General Electric Company (PGE) proposed changes to Trojan Technical Specifications (TS) Section 6.2, "Organization," and requested temporary relief from the offsite and facility organizational requirements so that the changes could be imediately implemented.
We have reviewed your request for temporary relief from the TS requirements against the provisions of 10 CFR 50.91 and determined that the proposed organizational changes do not fall under-the. categories of either an emergency situation or an exigent circumstance. LCA 162 will therefore be processed using the normal procedures.
As discussed in our telephone conversation of January 29, 1988, any action proposed by PGE which requires prior Comission approval as specified by the provisions of 10 CFR 50.59, may not be inplemented until such approval has .
been issued. '
In response to content deficiencies identified in the January' 15, 1988 application, PGE submitted a revision to LCA 162 on February 15, 1988. We.are currently reviewing your submittals, and will make every effort to expedite the review process.
