COOPER NUCLEAR STATION - WITHDRAWAL OF LICENSE AMENDMENT REQUEST (TAC NO. M99279) i

Dear Mr. tiorn:

By letter dated May 30, 1997, the Nebraska Public Power District (NPPD) submitted a request to amend Facility Operating License No. DPR-46 for the Cooper Nuclear Station (CNS). The requested license amendment would have revised Table 4.2.8, "RHR System Test & Calibration Frequencies," of the CNS Technical Specifications (TS), to change the functional test frequency for the Residual Heat Removal (RHR) Cross Tie Valve Position, from once per month to once per operating cycle.

The proposed change would also have revised the identification number for the RHR M0-20 limit switch contact in the table.

Following a request from the NRC to submit a supplement to the application, on June 17, 1997 NPPD informed the NRC of an apparent error affecting the proposed change; the requested change to the functional test frequency had bec : previously approved in Aarondment No. 32, but was inadvertently reversed in Amendment No. 43.

By letter dated July 1,1997, the NRC acknowledged that the correct functional test frequency for the cross-tie valve position is once per operating cycle, and a corrected TS page containing Table 4.2.B was issued. Consequently, by letter dated July 21, 1997, NPPD withdrew the amendment request of May 30, 1997, indicating that the need for the remaining editorial changes was being reassessed.

The purpose of this letter is to advise that the above cited application is being treated as withdrawn.

Notice of Consideration of Issuance of the proposed amendment had not been published in the Federal Reaister.
