By lener dated May 30,1997, the Nebraska Public Power District (District) submitted a request to amend Facility Operating License No DPR-46 (Reference 1). The primary focus of the I'

proposed amendment was to revise Table 4.2.B of the Cooper Nuclear Station Technical

Specifications (TS) to change the functional test frequency for item 14, Residual Heat Removal (RHR) Cross Tie Valve Position, from once per month to once per operating cyck As further justified below, the District is withdrawing this proposed TS change.

l Following a request by the NRC Project Manager for additional information regarding the proposed amendment, it was discovered that the requested change to Table 4.2 B had been previously approved as part of Amendment No. 32; however, as a result of an administrative oversight on the part of the District, the functional test frequency for Table 4.2.B item 14 was inadvertently changed back to monthly under Amendment No. 43, issued April 11,1978. This oversight, when brought to the Staft's attention, resulted in the issuance of a corrected TS page (Reference 2) showing the functional test frequency for Table 4.2.B item 14 as once per operating cycle, as originally approved in Amendment No. 32. Issuance of the corrected TS page abrogated the need for the proposed amendment submitted under Reference 1.

In addition to the functional test fregnency change discussed above, the requested amendment

' included editorial changes to TS pages 55 and 71. Specifically, it was requested that identification

. number "RHR-LMS 8". be changed to "RHR-MO-20LMS (NFC contact)." Mnce the District is currently reassessing the need and alternate methods for accomplishing these editorial changes,

- the propos4d amendment is being withdrawn as opposed to being supplemented or revised.
