SUBJECT: NRC INTEGRATED INSPECTION REPORT 50-293/97-03 AND NOTICE OF

Dear Mr. Boulette:

On June 24,1997 the'NRC completed an inspection at the Pilgrim Nuclear Power Station in

Plymouth, Massachusetts. The enclosed report presents the results of that inspection.

t During' the 8 weeks covered by this inspection period, your conduct of activities at the

L Pilgrim facility was generally characterized by safe plant operations. ' The emergency

"

preparedness (EP) program and latest initiatives were inspected. The inspection consisted

~

p, _of selective reviews of procedures and records and interviews with licensee personnel. No

'

safety concerns or violations were identified. The program was found to be directed

, .toward public health and safety. Of particular note was the generally smooth transition in

U the transfer of the offsite reception center from the South Weymouth naval air station to

the Braintree high school. A solid radwaste/ transportation program inspection was also

p conducted. Shipping activities met the new regulatory requirements; however, the quality

=~

assurance oversight of the radwaste/ transportation program area was considered very

,

weak.

Based on the results of this inspection, we identified one violation of NRC requirements

,

when a station services worker tied open the boiler room door which forms part of the

F -radiological controlled area boundary. You are required to respond to this letter and should

follow the instructions specified in the enclosed Notice when preparing your response, in

your response, you should document the specific actions taken and any additional actions

% 'you plan to prevent recurrence. Your response may reference or include previous docketed

l .' correspondence if the correspondence adequately addresses the required response. After

reviewing'your response to this Notice, including your proposed corrective actions and the

.

results of future inspections, the' NRC will determine whether further NRC enforcement

'

action isnecessary to ensure compliance with NRC regulatory requirements.
