SUBJECT: NRC INSPECTION REPORT 50 361/97-12; 50-362/97-12 AND NOTICE OF
VIOLATION
Dear Mr.- Ray:
An NRC inspection was conducted May 18 through Juiy 5,1997. at your
San Onofre Nuclear Generating Station. Units 2 and 3 reactor facilities. The enclosed
report presents the scope and results of that inspection.

During the 7 week period covered by this inspection, your conduct of activities at the
San Onofre facilities was generally characterized by safety-conscious operation, sound
. engineering and maintenance practices, and careful radiological work controls.
Two violations of NRC requirements were identified during this inspection. The first
violation involves a failure to submit a required licensee event report to the NRC. The
{
second violation involves a supervisor who did not comply with routine practices for
maintaining custody of his security badge. Because we have completed our review of your
corrective actions for the second violation, no response to that violation is required.

These violations are cited in the enclosed Notice of Violation (Notice) and the
i
circumstances surrounding the violations are described in detailin the enclosed repcrt.
Please note that you are required to respond to this letter and should follow the
instructions specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with regulatory requirements.
