Dear Mr. Stewart:

E. Jordan J. Partlow

SUBJECT:

SAFETY EVALUATION ON RELIEF RE0 VEST NO. 6 0F THE INSERVICE TESTING (IST) PROGRAM FOR PUMPS AND VALVES, NORTH ANNA POWER STATION UNITS 182 (NA-1&2) (TAC NOS. 66644 A 66645)

By letter dated September 26, 1985, the NRC informed Virginia Electric and Power Company (VEPC0) that interim approval was granted for the NA-1&2 IST progran until such time th't the NPC completed its review of the IST program.

This approval pertained to the VEPC0 NA-IA2 IST program as submitted by letters dated September 24, 1981, October 6, 1981, October 5, 1983, February ? and 28, '

1984 and January 24, 1985. The staff review of the NA-1A2 IST program has not i yet been completed. Powever, the staff has reviewed the VFPCO letter dated ,

March 25, 1987 and evaluated Relief Request No. 6 of the NA-1A2 IST program.  ;

The staff has determined that relief may be granted from the Code-required quarterly flow testing provided that refueling outage flew testing and quarter-ly dry pump testing is performed as stated in the enclosed safety evaluation.

For the relief that has been granted, we have detennined that the Code reouire-ment is impractical and that the granting of the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

Sincerely, Original signed by l Herbert N. Berkow, Director Project Directorate II-2 Division of Reactor Projects-I/II Office of Nuclear Reactor Regulation r
