January 5, 1988, of activities authorized by NRC Construction
Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric
Station, Units 1 and 2, and to the discussion.of our findings with

Messrs. L. D. Nace, A. B. Scott, and other members of your staff at
the conclusion of the inspection.
The enclosed copy of our inspection repo'rt identifies areas

examined during the inspeption.
Within these areas, the inspection
consisted of selective examination of procedures and representative
'
records, Interviews with personnel, and observations by the
inspectors.
,

During this inspection, it was found that certain of your
activities were in violation of NRC requirements, as specified in
the enclosed Notice of Violation.
A written response to these

violations is required.
,
During this inspection, it was also found that certain of your
activities appeared ~to deviate from commitments made to the NRC,
as
specified in the enclosed Notice of Deviation.
A written response
to these deviations is requested.
In accordance with 10 CFR 2.790 of the Commission's regulations, a
copy of this letter, the enclosures, and your response to this

letter will be placed in the NRC Public Document Room.
