, This refers to the inspection conducted by Mr. L. E. Ellershaw and

NRC consultants during the period December 2, 1987, through ,

January 5, 1988, of activities authorized by NRC Construction

Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric

Station, Units 1 and 2, and to the discussion.of our findings with -

Messrs. L. D. Nace, A. B. Scott, and other members of your staff at

the conclusion of the inspection.

The enclosed copy of our inspection repo'rt identifies areas i

examined during the inspeption. Within these areas, the inspection  ;

consisted of selective examination of procedures and representative '

records, Interviews with personnel, and observations by the

inspectors.

,

During this inspection, it was found that certain of your

activities were in violation of NRC requirements, as specified in

the enclosed Notice of Violation. A written response to these ,

violations is required.

During this inspection, it was also found that certain of your

activities appeared ~to deviate from commitments made to the NRC, as

specified in the enclosed Notice of Deviation. A written response

to these deviations is requested.

In accordance with 10 CFR 2.790 of the Commission's regulations, a

copy of this letter, the enclosures, and your response to this i

letter will be placed in the NRC Public Document Room. l

The responses directed by this letter and the accompanying Hotices j

ar'e not subject to the clearance procedures of the Office of

Management and Budget as required by the Paperwork Reduction Act of

1980, PL 96-511.
