February 18, 1988 Docket No. 50-336 A02959 A05106 RE: CRDR V.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, D. C.
20555 Gentlemen:
Millstone Nuclear Power Station, Unit No. 2 Supplement 1 to NUREG 0737 Control Room Desian Review In a letter dated July 31,1987,II) Northeast Nuclear Energy Company (NNECO) submitted to the NRC Staff the Addendum Report for the Control Room Design Review (CRDR) at Millstone Unit No. 2.
NNECO is hereby providing the follow-ing additional information as a supplement to the Addendum Report, as discussed with the NRC Staff in a telephone conversation on February 2, 1988.
1)
Page 3 of tlie Addendum Report listed the specific sections of NUREG-0700 that were used in the review of the Integrated Computer System (ICS), as part of the CRDR.
The remaining applicable Sections of NUREG-0700 (and in particular sections 6. 7. 2.1, 6. 7. 2. 2, 6. 7. 2. 5, 6. 7. 2. 6 and 6. 7. 2.8) were applied to the Safety Parameter Display System (SPDS) during its design and NUREG-0835 review. Therefore they did not need to be repeated during the CRDR review of the ICS.
Since the SPDS portion of the ICS provides an aid to the operators in the execution of the Emergency Operating Procedures (E0Ps), NNEC0 believes that the application of those sections of NUREG 0700 during SPDS design fully addresses the NRC Staff's concerns in this area.
2)
On page 1 of Attachment 2 to NNEC0's letter dated July 31,1987, NNEC0 stated that a "Design Manual" would be developed that includes human engineering guidelines for use when impi, menting design changes to the control room.
This Design Manual is in th.! final stages of development and formal distribution within NNEC0.

NNECO has reviewed I&E Information Notice 86-64 and determined that the concerns identified within had already been incorporated into the E0P's for Millstone Unit No. 2 during the E0P upgrade process.
No additional changes have been made to the E0P's due to IEN 86-64, and therefore there was no impact on the CRDR.
If you have any questions on the above please contact us.
Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY W M E. J.),Hroczka~ //
