Nuclear February 11, 1988 NLR-N88015 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:

ADDITIONAL INFORMATION INSERVICE TESTING PROGRAM, REVISION 1 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) hereby transmits additional information in support of the Hope Creek Generating Station (HCGS) Insarvice Testing (IST) Program, Revision 1, previously submitted in letters from C. A. McNeill, Jr. dated September 21, 1987, and January 14 and 25, 1988. As a result of discussions with members of the NRC staff, PSE&G has decided to comply with the requirements of the 1983 ASME Code,Section XI, Paragraph INV-3417(a), rather than recuesting relief as previously identified. Specifically, IST Program Relief Recuest Nos. V-02 and V-05 are hereby withdrawn, therefore, for valves with full-stroke times of ten (10) seconds or less, if an increase in stroke time of 50% or more is observed the test frequency will be increased to once each month until corrective action is taken.

The requested relief for the Main Steam Isolation Valve Sealing System and the long-term Feedwater sealing system, Relief Request No. V-07, is still necessary and justified as discussed in the afore-referenced letters. PSE&G will formally revise the IST Program to encompass all the recent submittals, f ollowing NRC final approval. Until such time, the program will be implemented as discussed in this and other referenced transmittals assuming NRC interim approval of Relief Request No. V-07.

Should you have any questions or comments, do not hesitate to contact us.

Sincerely, ohAltd A. kG NEILL ,J 6!. '@q
