Limerick Generating Station, Unit 1 Technical Specliications Change Request No. 94 041 Extended Allowed Outage Time Gentlemen.
By letter dated June 10,1994, PECO Energy Company (PECO) submitted a Limerick Generating Station (LGS), Unit 1, Technical Specifications (l'S) Change Request (i.e.,94-04-1) that proposed a temporary increase to the Allowed Outage Times (AOTs) for the Emergency Service Water (ESW)
System; the Residual Heat Removal Service Water (RHRSW) System; the Suppression Pool Cooling, the Suppression Pool Spray, and the Low Pressure Coolant injection (LPCI) modes of the Residual Heat Removal (RHR) System; and the Core Spray (CS) System.
On December 7,1994, PECO received a request for additional information from the NRC pertaining to the subject change request. The following are the six NRC questions and the PECO response to each question.
Generic to the questions stated below, PECO is providing specific guidance and controls to operating personnel, pertaining to the planned modifications and proposed extended AOT evolution.
This guidance and control is in the form of wcrk shift briefings, prerequisites, verifk:ations, and emergency guidance which are all contained in LGS Special Procedure SP-152.
Question 1 -
In several instances, valves are to be blocked to avoid single failure vulnerabilities.
How is this to be done, and is it proceduralized? (e.g., page 6 of attachment to application)
Response -
The LGS Clearal.ce and Tagging Manual is the document that provides guidance for blocking. In addition, specific guidance for this blocking evolution is provided by SP-152 step 7.3.10.

What is the [*B'] ESW modification that wlN assure High Pressure Coolant injection System (HPCI) opereb81ty?
Response-LGS Modification P@212 wil permanently eliminate the need for ESW as a HPCI support system. Modification P-00212 wRI allow the HPCI equipment compartment to tolerate a higher room temperature while maintaining the operabilty of the HPCI System; therefore, the ESW wul not be required for HPCI room cooling. The ESW System wSI not be modified in support of P 00212.
Ouestion 3 -
WRI the Licensee commit to taking steps to minimize the number of surveNiances

performed during the extended AOT period?
t-Response -
PECO has committed to minimize the number of surveBlances performed on identified equipment, which may adversely affect safety-related systems or components during the extended AOT. SP 152 precaution step 4.6 requires, if at -
all practical, that tests not be performed on an identified list of components, where the test would cause the components to become inoperable. In addition, SP-152 '
step 3.11 identifies the components and requires a verification to be performed prior to the extended AOT to ensure the operabHity of the components, and once every 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> during the extended AOT.
Question 4 -
The attemate heat removal method avaRable, in lieu of "B" RHRSW, when the-reactor vessel level is lowered should be specified by procedure, and the intended means verified available when entering the extended AOT. (page 12)
Response -
SP-152 step 4.9 lists the appropriate existing procedures which establish attemate decay heat removal. During the proposed AOT, Unit 2 wul be shut down for refueling, and Unit 2 will be maintained in accordance with existing Unit 2 TS. In addition, SP 152 wHI provide assurance that the Unit 2 reactor cavity wHl not be drained untB the RHRSW "B" loop is retumed to service or an attemate decay heat removal method is available.
Question 5 -
What means of attemate long term Emergency Core Cooling Systems are expected to be avalable per the procedure mentioned on page 97
. Response -
The "A" and "C' LPCI mode of RHR, "A" CS Icop, and HPCI WHI be available, and guidance is provided by existing procedures.-

Are the fire protection compensatory measures " appropriate established actions,"
mentioned on page 21 under item (v) (of the submittal], proceduralized?

Compensatory measures are proceduralized in SP 152. SP-152 step 3.20 ensures j
that compensatory walk downs are performed during the extended AOT.
