NRC INTEGRATED INSPECTION REPORT N0. 50-395/97 05
Dear Mr. Taylor:
i
On June 14, 1997, the NRC completed an inspection at your V. C. Scmmer reactor
facility. The enclosed report presents the results of that inspeccion.
During the 6 week period covered by this inspection period, your conduct of
activities at the V. C. Summer facility was generally observed to be safe and
conscientious in the areas of operations, engineering, maintenance practices,
and plant support. We are concernei however, about the violation of NRC
'
requirements that was identified. The violation was a repeat violation of
your station storage requirements. This was the third recent NRC identified
violation in which you failed to adhere to the requirements in an engineering
review attached to a Designated Storage and Housekeeping Area Request.
The violation is cited in the enclosed Notice of Violation (Notice), and the
'
circumstances surrounding the violation are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
,
preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
,
with regulatory requirements.
Repetitive violations are addressed in the NRC's " General Statement of Policy
and Procedures for NRC Enforcement Actions," (Enforcement Policy). NUREG 1600
Section IV.B. The Enforcement Policy allows the severity level of a violation
to be increased if the violation can be considered repetitive.
For exam)le, a
Severity Level IV violation could be increased to Severity Level III wit 1 the
attending escalated enforcement action.
However, in this case, we have
,
decided not to increase the severity level of this violation. Although each
,
violation taken alone is of low safety significance, they collectively
/
represent a failure to implement effective corrective action. This concern
will be discussed during a future management meeting.
