The staff is to be commended on the excellent work in the area of shutdown risk including this proposed rulemaking.

In consideration of comments on this proposed rulemaking, the staff should specifically reassess the backfit analysis conclusion for BWRs.

The FR Notice should be modified under the backfit analysis to indicate the intent to specifically reassess BWRs following consideration of comments on this proposed rulemaking (see attached markup).
